I explore the applications of wide-field spectroscopy on an ELT to galaxy evolution and cosmology, in particular the comprehensive mapping of the matter distribution at high redshift and the cycling of matter between forming galaxies and the intergalactic medium. I compare the potential capabilities of wide-field spectrographs on ELTs and similar facilities on 8m-class telescopes, with reference to specific conceptual designs, and highlight areas where ELTs can make qualitative advances.
