The International Astronomical Union’s Strategic Plan (2012) put forward a number of theories about how Astronomy can positively impact human capital development (HCD) in low- and middle-income countries. This talk gives a brief overview of these theories, how they fit with economic human capital accumulation models, and how impact might be conceptualised and measured. Current Astronomy HCD initiatives in Sub-Saharan Africa are then examined and strategies for increasing long-term impact are proposed.
